Public Forum Portion of Board Meeting is at 4:30 p.m. Tuesday

A public forum with Dr. Jeff Perry, superintendent of Hamblen County Schools, is held each second Tuesday at 4:30 p.m. prior to the scheduled monthly meeting of the Hamblen County Board of Education.

 

The public forum with Dr. Perry will be held at 4:30 p.m., Tuesday, March 12, in the Heritage Room at the Hamblen County Board of Education office, 210 E. Morris Boulevard, Morristown, TN  37813.

 

In order to speak at the actual meeting of the board, which is scheduled for the 6 p.m. on the second Tuesday of each month, the board policy on Appearances Before the Board, below, must be met. This month’s meeting is scheduled for 6 p.m., Tuesday, March 12.

 

                                     Appearances Before the Board

All meetings of the Board of Education are open to the public, Persons who wish to speak before the Board may do so at regular meetings by following these procedures:

1.     An individual may request that his or her name be placed on the agenda by calling the office of the director of schools no later than 5:00 p.m. on the Thursday preceding a scheduled board meeting, stating his or her name, address, organization or group represented, and the topic to be addressed. Prior to the board meeting, each speaker must discuss his or her concern with the director of schools.

2.     Speakers addressing topics that are not on the agenda for board action, speakers who have been heard at a previous meeting, and speakers whose topics are considered repetitious shall be placed in the Public Comments section at the end of the agenda.

3.     To speak immediately before an agenda item that requires board action, the speaker's topic must be directly relevant to the agenda item. If the request to speak occurs after the agenda is set, the director of schools may ask the Board to add the speaker to the agenda at the appropriate place.

The board chair shall call the speaker's name when it is time to speak. Speakers should use the micro- phone at the speaker's podium and state for the record their name, address, and organization or group represented.

The board chair shall designate a timekeeper, and each speaker's presentation shall be limited to five minutes. Any part of the five minutes may be yielded by the speaker to another speaker whose name is on the agenda, but in no instance shall any one speaker be allowed more than 10 minutes, regardless of the number of speakers who yield their time. Speakers may not yield their time to a person whose name is not already on the agenda to speak.

The Board expects that those who appear before it shall conduct themselves in an orderly manner. Personal references, derogatory statements of a personal nature, obscenities, profanity, and name-calling shall not be permitted.

The board chair shall have the authority to terminate the remarks of any individual who does not adhere to the rules or who chooses to be abusive to an individual board member or to the Board or to the Board as a whole may suspend this policy by majority vote.
